The Risk Manager is responsible for leading and overseeing the overall risk management function of ADGF, ensuring that all risks related to operations are properly identified, assessed, monitored, and managed in line with internal policies, donor requirements, and best international practices. At the same time, responsible for the compliance function, ensuring compliance with regulators, donor or development partner requirements as well as internal operational framework. The role includes strategic oversight of overall risks, engagement with partner financial institutions (PFIs), and direct reporting to Board of Directors and Executive management.
Key Responsibilities
• Develop and continuously enhance methodologies for identifying, assessing, and managing risks across all ADGF activities;
• Ensure effective implementation of risk management policies and that all exposures remain within approved limits and risk appetite, as well as compliance with internal policies and applicable legal and regulatory requirements;
• Oversee credit guarantee risk and monitor the quality and performance of the guaranteed portfolio;
• Review and assess proposals related to portfolio guarantee limits, PFI exposure limits, and other risk-related thresholds;
• Regularly review loan classification based on MIS reports and ensure timely and adequate provisioning;
• Review and approve loan restructuring and claim requests, and follow up on recoveries in coordination with Portfolio Managers, ensuring pari-passu execution;
• Prepare and present risk and compliance reports and analysis for the Executive Director, Risk Management Committee, and Board of Directors;
• Analyse portfolio trends, including NPLs, claims, and recoveries, and provide risk-based recommendations to support decision-making;
• Provide risk input in major contracts, strategic initiatives, and new guarantee products or schemes;
• Conduct due diligence of partner banks and microfinance institutions, including development of internal rating methodologies and ongoing monitoring of their financial performance;
• Propose and implement improvements to risk management processes, procedures, and internal frameworks, including identification of gaps, investigation of non-compliance or irregularities, and ensuring proper documentation and follow-up.
Qualifications and Experience
• University degree in Finance, Economics, Risk Management, or related fields;
• Minimum 5–7 years of relevant experience in risk management within banking, financial institutions, or development finance;
• Strong understanding of enterprise risk management, including financial, operational, and portfolio risks;
• Strong analytical, decision-making, and leadership skills;
• Advanced Excel and reporting skills;
• Excellent communication skills in English.
