Tirana, 21 April 2026 — OTP Bank Albania has joined the EU–KfW Western Balkans Guarantee Programme through a cooperation agreement with the Albanian Development Guarantee Foundation (ADGF), expanding banking sector participation in an instrument designed to support financing for the real economy.
The agreement marks OTP Bank Albania’s entry into the programme’s network of partner financial institutions and represents a further step in the use of guarantee mechanisms as a tool to expand lending capacity and support risk-sharing.
In a market where access to finance remains a key factor for business growth, such instruments are increasingly being used to help create more favourable financing conditions and strengthen interaction between public institutions, international partners and the banking sector.
“The inclusion of OTP Bank Albania strengthens the network of partners using the EU-KfW Western Balkans Guarantee will allow more businesses to have access to finance with the ultimate goal of preparing them for EU market, to be more resilient and more competitive.
At the same time, it adds to the successful partnership we have had so far with OTP, and increases our capacity to support the private sector through sustainable financing mechanisms,” said Ms. Gertjana Drita, Executive Director of ADGF.
Mr. Bledar Shella, Chief Executive Officer of OTP Bank Albania, underlined that the agreement provides a basis for deepening cooperation with ADGF and expanding the use of instruments that support lending activity.
The agreement with OTP Bank Albania follows the continued expansion of the programme’s partner network, as ADGF advances cooperation with other financial institutions under the EU–KfW Western Balkans Guarantee Programme.
