Tirana, 6 May 2026 — The Albanian Development Guarantee Foundation (ADGF) has signed a new agreement with Fondi Besa under the EU–KfW Western Balkans Guarantee Programme, extending the reach of the guarantee instrument into the microfinance end borrowers.
The agreement enables Fondi Besa to deploy the programme’s guarantee mechanism within its lending activity, opening a new channel for applying risk-sharing tools in support of smaller-scale business segments.
By integrating microfinance institution end borrowers into the programme, the initiative broadens its operational footprint and introduces additional flexibility in how financing solutions are delivered across the market.
“This agreement allows the programme to have a direct impact on the most underserved business segments, incentivizing formalization, support resilience and competitiveness as Albania advances toward EU accession.,” said Ms. Gertjana Drita, Executive Director of ADGF.
The representative of Fondi Besa, Mr. Bajram Muçaj noted that the agreement creates new opportunities to diversify lending approaches and expand outreach through instruments that support more inclusive financing models.
The agreement forms part of ADGF’s ongoing rollout of the EU–KfW programme across different types of financial institutions in Albania.
